Same issue here but it's been happening for 2 days now. This isn't new. Just support slow to act.
As a workaround use codex via CLI, resume the task there and fork it.
Then go to the task search bar and type in the name of the task. You'll see 2 options. Click both and one of them will work

I've just been reloading vscode until it works...
A symptom of mine is that the "Full access" dropdown is greyed and shimmers like its loading?
I run vscode via a remote RHEL session on a supercomputer. I transfer chats frequently between windows as I hop onto different nodes (all which share the same file system though, so chat history does come with me, but this recent degradation has been really frustrating).
This bug also prevents me from sending any messages too.

Solution: right click underlined Codex (top right) > move to: priamry sidebar
Task history will show up afterwards, Panel location is not supported or bugged as well.
Doesn't work for me.
The bug seems to occur more often when I don't close the panel before exiting VS Code. Closing the panel and then restarting seems to resolve it quicker than just restarting VS Code with the panel still active.

Install a specific version of the Codex extension: 25.415.20818. This version fixes the problem. New version codex is bugged,

What fixed it for me is on VSCode -> Extensions -> Codex:
Uninstall the Extension -> Restart it -> Install it, and that made it behave properly again by showing the history just fine.
Annoying bug exists more than 15 days.
A temporary solution: Disable Codex Extension -> Reload VS Code -> Enable, then click the history and wait, in about 20s the dialog appears again.
