What issue are you seeing?

Azure GCC High's most up-to-date model is gpt-5.1. Please do not drop support for this until Azure's govt offering approves and rolls out the next version.

What steps can reproduce the bug?

try to use gpt-5.1

What is the expected behavior?

The perfectly good gpt-5.1 section in models.json still exists and codex recognizes the model.

This is also impacting us. We get the following warning repeatedly and "Working" statuses take egregiously long at odd times.

⚠ Model metadata for gpt-5.1 not found. Defaulting to fallback metadata; this can degrade performance and cause issues.

As a workaround, I was able to download the last commit models.json had gpt-5.1 contained in it from the codex source: https://github.com/openai/codex/blob/5bb193aa88fef0f5ef3fbbd2c6253ba93d3f6521/codex-rs/models-manager/models.json

You then just reference the JSON file as follows in your config.toml

model_catalog_json = "C:/<path_to_file>/models.json"
