Browser Use / in-app browser fails to start app-server on Windows 10 (os error 3)

What issue are you seeing?

Browser Use in the Codex Windows app consistently fails before any visible browser action starts.

The in-app browser never visibly navigates. Every Browser Use attempt fails with:

failed to start codex app-server: 系统找不到指定的路径。 (os error 3)

Regular Codex chat usage works, but Browser Use / in-app browser automation does not.

What steps can reproduce the bug?

1. Open Codex Windows app
2. Open a thread with the in-app browser available
3. Ask Codex to use Browser Use to open Google
4. Browser Use fails before navigation begins
5. No visible browser movement happens in the app

What is the expected behavior?

Browser Use should open the in-app browser and perform a simple navigation such as opening Google.

Additional information

Frequency: 100% reproducible on this machine.

What I already tried:

• Fully quit and reopen Codex
• Windows Settings -> Apps -> Codex -> Terminate
• Repair
• Reset
• Uninstall Codex
• Reinstall Codex from Microsoft Store

Notes:

• App version after reinstall is 26.422.3464.0
• Windows version is Windows 10 Enterprise 22H2, Build 19045.6456
• Regular Codex app usage works
• Chat history survives reset/reinstall
• The problem appears specific to Browser Use / in-app browser app-server startup
