What steps can reproduce the bug?
in this pc, i have 2 user, administrator and hp.
in user administrator the codex app run normally, but in the hp profile, it stuck not even request login page on browser

Have you tried to kill all codex processes in "Task Manager" and reopen it? If it doesn't work, maybe the stored credentials are not working in the hp account. You could try logout and re-login using the codex CLI, then reopen Codex app.
problem solved by edit/remove this file %USERPROFILE%\.codex\auth.json
