Closed: desktop settings launcher proposal does not address the underlying issue

Closing this because the proposed codex app --settings launcher only opens the Desktop settings screen and does not address the underlying behavior I was trying to report: settings/localization changes are not being persisted or reflected as expected.

I'll revisit with a narrower reproduction before proposing a code change.
