Codex desktop: cannot change model or Intelligence in a no-project session

What problem are you seeing?

In the Codex desktop app, when I start or use a session without selecting a project, I cannot change the model settings.

Observed behavior:

• Switching the model does not take effect.
• Switching the Intelligence level does not take effect.
• The app shows a toast error: Couldn't update model settings.
• This happens while the session is not attached to any project and the UI still shows Work in a project.

In my screenshot, the selector shows GPT-5.5 with Intelligence set to Extra High. Attempts to change either the model or Intelligence fail with the error above.

Steps to reproduce

1. Open the Codex desktop app.
2. Start a new session without selecting a project.
3. Open the model / Intelligence selector.
4. Try to change the model or Intelligence level.
5. Observe that the setting is not updated and the app shows Couldn't update model settings.

Expected behavior

The model and Intelligence settings should either update successfully in a no-project session, or the UI should clearly explain that a project must be selected before those settings can be changed.
