Linear Agent SDK cannot spawn cloud agent

What issue are you seeing?

When i try to start codex agent using Linear (assigning task or mentioning Codex in comments with specifying exact repo to start) it says that: Codex cannot start tasks because the workspace has no available environments.

What steps can reproduce the bug?

1. Connect Codex to Linear
2. Configure Codex environments for repos
3. Assign repo label to ticket
4. Assign ticket to Codex

Second flow:

1. Mention @Codex with text "@Codex implement it in orgname/reponame`

What is the expected behavior?

Codex cloud agent starts execution
