I Dont think so that is the Issue I think Codex's Auth is facing some issue because When they Started requiring Verification Code to Sign into Codex Then for the First Time When I entered my Number I didnt get any Code I Clicked the Resend code button And I recieved the Code But After that I cant get the Code No matter how much I try So maybe its a Auth Bug Or maybe not

Phone format used: +84xxxxxxxxx
SMS from normal phone numbers works, but OpenAI/Codex verification code does not arrive.

Please check if this is an auth/SMS gateway issue.

I finally solved the OTP issue and wanted to share a workaround in case it helps others.

What worked for me:

• I went to my Google Account settings.
• I updated/changed the phone number linked to my Google account (you can also add a new number).
• After that, I tried signing into Codex again using the updated number.

This time, the OTP was delivered successfully and I was able to log in.

Not sure if this is specifically related to regional carrier issues or account verification sync, but updating the Google account phone number solved it for me.

Hopefully this helps someone else facing the same issue.

i have multiple vietnamese sims. well after some testing, it looks like openai fails/refuses to send OTP to Viettel sims. i tried on vinaphone/mobifone, they both work, but just not for viettel...

I am from Malaysia facing similar issue:

After investigate, I success to get the code by enter the country code together in the phone number field and ignore the country code in front.

Possibly the same underlying step-up: I filed #25737 for a related variant — on an Advanced Account Security / security-key-only account, codex login redirects to auth.openai.com/phone-otp/select-channel and forces an SMS/WhatsApp OTP, while normal browser sign-in to ChatGPT / platform.openai.com on the same account honors the security keys and never prompts for a phone. That cross-surface split suggests the Codex CLI OAuth path applies a phone step-up the web sign-in path doesn't — which may be the same behavior surfacing here after enabling MFA. Cross-linking for triage.

Guys no need! The issue is over. I faced this issue before and I can now receive the long-awaited OTP code. But seriously, I think we really need some kind of compensation from OpenAI cause a lot of people here not just me have had weeks of useless paid plan. Such a horrible experience.

OpenAI fixed it not me. I just made another attempt and it worked. I don't know if you guys are still facing the issue. Give it another try.

Exactly, that's why I said give a try on your end at first in my case it did not work.
I tried many times and with different numbers, different network. It's really annoying and stupid move by OpenAI.

Help was providing a +1 number with code, which actually works to get rid of stupid number verification, which was not moving forward with the numbers I own. It's really buggy and wrong move by OpenAI but since the subscription is active and not stopping and you are losing time so I did acquire help which now I told you and IT NOT BE PROVIDED IN PUBLIC AND OPEN.
