Codex keeping starting vite dev server "for me to preview"

What issue are you seeing?

When coding about frontend, codex constantly tries to start vite dev server, it said its "easier for me to preview"
It's ridiculous because its not a background terminal and it can just get itself stuck in trying to start a dev server with different approaches (and wasting usages)

What steps can reproduce the bug?

Uploaded thread: 019de1cd-c2a0-7d73-a78e-057fdb25e5de

use goal mode and ask codex to change something frontend related, and it begins trying start dev server when finished editing

What is the expected behavior?

Codex should not start a dev server for a ridiculous reason when executing its task, instead it should end with a message about what changed and how to verify
