Sources popover disables app buttons and reappears repeatedly

What issue are you seeing?

When the "Sources" popover is displayed in the top-right of the app, it prevents interaction with buttons throughout the app, including the "Allow" button and "Send Prompt" button. The popover disappears after a few seconds, temporarily restoring functionality. However, the popover reappears unprompted every few seconds, creating a frustrating cycle where users cannot consistently interact with the app.

What steps can reproduce the bug?

1. Open the Codex app
2. 2. Trigger the "Sources" popover to display in the top-right corner
3. 3. Attempt to click the "Allow" button or "Send Prompt" button
4. 4. Observe that the buttons are unresponsive while the popover is visible
5. 5. Wait a few seconds and the popover will disappear
6. 6. Try to interact with buttons again - they become responsive
7. 7. Within a few seconds, the popover reappears without user action
8. 8. Repeat steps 3-7

What is the expected behavior?

The Sources popover should not interfere with or block interaction with other UI elements in the app. Users should be able to click buttons and interact with the application normally while the popover is displayed. Additionally, the popover should only appear when explicitly triggered by user action, not reappear unprompted at regular intervals.
