Codex App skill install spinner finishes, but the skill is not added on Windows

What issue are you seeing?

In the Codex Windows app, Plugins install normally, but Skills do not.
When I click + on a recommended skill, the spinner runs as if it is installing, but the skill does not appear as installed afterwards.
Restarting the app does not help.
The search view shows more skills than the small Recommended block, so the problem looks limited to the skill install flow.

What steps can reproduce the bug?

1. Open the Codex Windows app.
2. Go to the Skills tab.
3. Click + on a recommended skill.
4. Wait for the spinner to finish.
5. Check installed skills or restart the app.
6. The skill is still not installed.

What is the expected behavior?

When I click + on a skill, it should be installed into my Codex skills directory and remain visible after refresh or restart.
