What platform is your computer?

What issue are you seeing?

Scrolling to right edge of codex window brings up this non-useful dialogue that has nothing to do with my mouse movement and steals keyboard focus

What steps can reproduce the bug?

Uploaded thread: 019dd576-6594-70b1-9371-aab6dbf9de56

  1. queue up codex such that the 'steer' button is shown for some queued text input
  2. scroll to right edge of window -- observe the stupid dialogue box

3 while dialogue box is shown the steer button is not clickalble

What is the expected behavior?

Both 2 and 3 above are not expected behavior -- instead i wouldn't have random popovers and I would continue to be able to click buttons in the ui normally
