is not possible to click the send button of the chat as a pop up Windows keep showing in the top right corner and prevent user click on the send button until the window is present.
Showing up especially when mouse hover the right end side of the UI, where the send button is.
What steps can reproduce the bug?

Tested on chats from any project from any folder
What is the expected behavior?
User must be able at any given time to hit the mouse button to send the chat

Independent reproduction on the ChatGPT/Codex desktop app for Windows (observed 2026-08-14; exact app version was not captured).
The issue has persisted for several days and affects both the Send button and the Add files and more (+) button in the composer.
Observed behavior
When the pointer is placed over a composer control, the nearby tooltip/hover UI appears to participate in layout instead of remaining an overlay. In the captured reproduction, the “Dictate (Ctrl+Shift+D)” tooltip appears, the microphone/send controls shift horizontally, and the target's hitbox moves out from under the pointer. The tooltip then disappears, the controls move back, and the sequence repeats.
This creates a hover/layout feedback loop (hitbox oscillation):
As a result, normal clicking is unreliable or impossible because the target moves between pointer-down and pointer-up. The only practical workaround is to move away and click immediately before the hover UI appears, which is not an acceptable way to operate a core composer control.
Expected behavior
Tooltips should render as overlays and must not change the composer controls' geometry or hitboxes. Send and Add-files controls should remain stationary and clickable at all window widths and display/zoom settings.
Impact
This delays or blocks sending messages and attaching files in ordinary use. The behavior is persistent, not a one-off loading delay.
Two phone-recorded videos showing the behavior are available privately if an OpenAI maintainer needs them; they are intentionally not attached publicly because they may contain user/session information.
