Codex new chat starts in latest project directory instead of chats

What issue are you seeing?

When starting the app, or clicking on New Chat, the chat starts in latest project rather in Chat sidebar.

What steps can reproduce the bug?

• Start the app, the chat window starts in latest project directory.
• Click on the new chat, the new chat windows starts in latest project directory.

What is the expected behavior?

• Start the app, the chat windows starts in chat side panel
• Click on the new chat, the new chat starts in chat side panel

Additional information

Additionally you could make this behavior dynamic upon the order of the side panel. Eg. if chats are first, then the chat windows should always start without project. And if the projects are first, then the new window should start in the latest project. That would make more sense.

Now it's really annoying, most of the time I want to start new chats outside the project, and I randomly start the chat in the project I didn't want to.

EDIT:
I can see it kind of works for projects. That if I exit the app and launch it, the latest project is selected as new window. But when my latest conversation is chat, it always selects the project upon launch and not the chat without project. That is the problem that should be primarily fixed.
