Usage popup even after adding credits

What issue are you seeing?

I purchased Codex credits, restarted the app, still the codex app/vscode plugin show me this popup that take up screen space.

I have plenty of credits remaining even though I'm out of weekly usage.

What steps can reproduce the bug?

Try 0 weekly usage left but credits in the account.

What is the expected behavior?

No popup/notice.
