VS Code: Usage settings page fails to load in Codex extension

What issue are you seeing?

In the Codex VS Code extension settings page, opening the Usage tab fails to load the usage settings.

The UI shows:

無法載入使用情況設定。

Clicking Retry does not make the Usage page load normally.

The same Usage page works normally in the Codex desktop app, so this appears to be specific to the VS Code extension.

What steps can reproduce the bug?

1. Open VS Code.
2. Open the Codex VS Code extension.
3. Click the settings / gear icon.
4. Open the Usage tab (使用情況).
5. Observe that the page shows an error instead of usage settings.

What is the expected behavior?

The Usage settings page should load normally in the VS Code extension, the same as it does in the Codex desktop app.
