Got charged for error, no output

I got charged around 10K tokens as shown in the image.

I get rate limit errors all times. At present codex is not useful at all for me. Also, please be aware that I have one debit & one credit card attached in my dashboard so payment method is not the issue.

Please help me with a solution or raise my limits. Why are limits so low for people using API ? Aren't requests charged ? Anyways, at the end I want to request that OpenAI shouldn't charge users for errors like these. Its not my fault that I am hitting rate limits which are so low, or something from the OpenAI end. If I don;t get any useful tokens out. I shouldn't be charged.
