Usage Limits Decreasing with No Active Tasks

What issue are you seeing?

After my weekly usage limits reset earlier today on 5 May 2025 at around 12:39 PM IST, I noticed that my available usage began decreasing despite no active Codex usage on my side.

More importantly, my 5-hour usage limit reset at around 10:41 PM IST and initially showed 100% available. Without sending any prompts, running any tasks, or using Codex in the app, CLI, or IDE, the limit gradually dropped from 100% to 0%.

I've checked the following before reporting this issue:

• Only a single device/account session was active
• No background Codex tasks were running
• No CLI sessions were active
• No IDE integrations were open or processing requests
• No prompts or requests were sent during the affected period

This makes the rate limits effectively unusable because quota is being consumed even while idle.
Attached is a photo of my rate limits just being reset, and despite not even 5 minutes going by with no active tasks, there is a 25% usage drop. Also attached a picture of image details, showing that this screenshot was taken 6 minutes after the reset, and I checked to make sure there were no active tasks running on any interface.
