our organization have too much $xxxx amountt but still i can't use gpt -5.5

Are you using an Azure-hosted or an OpenAI-hosted model? You mentioned a TPM setting, which makes me think this is probably an Azure model.
i used codex with my organization api key that made from openai platform itself
