[[hooks.state]] is breaking config.toml

After #21723 got fixed, there is a bug which is causing corruption of the config.toml
Empty [[hooks.state]] is breaking the config.toml.
Correct empty tag [hooks.state] (single square brackets) is fine and does not break

Trust any hooks in VSC extension
