Iranian phone numbers are not supported for Codex login

What issue are you seeing?
Can't upload the Image due to the Internet outage.
But an Iranian number like +98 0993 *** **** is invalid somehow.
What steps can reproduce the bug?
Using an Iranian phone number for the authentication
What is the expected behavior?
Login code being sent to my WhatsApp account or SMS
Additional information
My connection to the Internet is unstable. Please contact me in GitHub only. I also use the Codex extension for VS Code IDE
