Progress / Artifacts panel is awkwardly positioned in VS Code chat UI

What issue are you seeing?

In the Codex chat UI inside VS Code, the Progress / Artifacts panel appears as a floating panel near the bottom-right corner.

The layout feels visually incorrect:

• The panel is too close to the right edge and bottom input area.
• It appears detached from the main chat layout.
• It sits beside the scrollbar and visually conflicts with the scroll/input area.
• When artifacts are listed, the panel height and placement feel cramped.
• The main content area also shows a horizontal scrollbar, which makes the overall layout look misaligned.

Expected behavior:
The Progress / Artifacts panel should align with the main chat layout, behave like a proper side panel, or reflow/collapse when there is not enough width.
