False "Out of Codex messages" rate limit banner when using API credits on macOS

What issue are you seeing?

When using the Codex Mac app with an account funded by API credits, a persistent and incorrect warning banner appears stating that I have hit my rate limit. The banner text reads:

You’re out of Codex messages
Your rate limit resets on {insert date & time}. To continue using Codex, upgrade to Plus today

Despite this banner displaying, I am still able to successfully send and receive messages because my API credits are actively being utilized. The UI is displaying a false positive that is out of sync with my actual account capabilities.

What steps can reproduce the bug?

Open the Codex Mac app.

Log in with an account that relies on API credits (Pay-as-you-go) rather than a Plus subscription.

Check the chat interface; the "Out of Codex messages" and "upgrade to Plus" banner is visible.

Send a message to Codex.

Observe that the message sends successfully and a response is generated, despite the UI stating I am out of messages.

What is the expected behavior?

The app should recognize that the account has available API credits and is not actually rate-limited. The "Out of Codex messages" warning and Plus upgrade banner should be hidden if the user is actively able to generate messages using their API balance.

Additional information

This causes unnecessary UI clutter and confusion. The banner strongly implies the app is blocked from functioning without a Plus upgrade, but the core functionality still works perfectly fine via the API balance.
