This isn't a usage limit error. It's a rate limit error designed to prevent DDoS attacks. It means that you are issuing too many requests to the
responsesendpoint in too short a time. Are you using a large number of subagents? By default, the number of subagents is restricted to 6 to prevent this sort of error.
