Codex Desktop: hover sidebar overlaps chat scrollbar and blocks scrolling

What issue are you seeing?

When using a long Codex Desktop chat, hovering near the right-edge chat scrollbar causes the side panel/sidebar to appear over the same interaction area. That panel then intercepts the pointer target, so the scrollbar thumb cannot be reliably dragged and the chat cannot be scrolled upward from the scrollbar area.

This is a UI/UX regression because the hidden side panel competes with the primary chat scroll affordance. It is especially disruptive in long chats where the user needs to drag the scrollbar thumb to move through history.

The report was captured with connector/source UI visible: the hover panel showed sections like Background agents and Sources, including Gmail, while the chat scrollbar was active on the right edge.

Steps to reproduce

1. Open a long chat in Codex Desktop.
2. Move the cursor to the right edge of the chat to use or drag the vertical scrollbar.
3. Hover close enough to the scrollbar for the side panel/sidebar to appear.
4. Try to drag the scrollbar thumb or scroll up through the chat history.

Expected behavior

The chat scrollbar should remain usable. Hover-revealed panels should not cover or intercept the scrollbar hit target, or they should require an explicit action/delay/offset so scrollbar dragging remains reliable.

Actual behavior

The sidebar/panel appears while hovering over the scrollbar area and prevents normal scrollbar interaction. The user cannot reliably scroll upward or drag through the chat history.

Additional context

The reporting route was checked against the Codex docs.
