This was probably done by choice.
gpt-5.3-codex-sparkdoes not have vision capabilities, so if it was allowed to generate images it'd have no ability to validate any of what it created. That breaks the workflow in the image generation skill. This is by design. If you want to use image generation, uses a different model.
