`Reduce Motion` in accessibility settings should not prevent progress spinners from spinning

I’ve enabled reduced motion under the accessibility options in my system. However, I don’t want normal spinners and progress bars to stop showing the animation because that’s not the type of motion I’m trying to prevent. No other Mac app prevents spinners from spinning. The only motion we’re trying to prevent are large motions like desktop switching or cross-app fading.
