Rate limit: Since last global reset 5h limit drains like 10% per prompt

What issue are you seeing?

Few basic prompts of small changes drained my 5h limit from 100% to 58%. It says I only used 835K tokens in total for that huge drop in 5h limit.

I was using 5.4 high as I mostly do, but even changed to 5.3-codex high afterwards to test. It drained just as quick.

Fast mode is off.

What steps can reproduce the bug?

Do simple tasks (HTML changes, small javascript function logic) on the plus subscription on either 5.3-codex or 5.4 on high reasoning and see the drop in 5h usage limit.

What is the expected behavior?

I would've expected to not be less than 80% 5h usage limit for what I did. In total it was about 5 prompts over a span of 30 minutes.

Additional information

I use Codex on a daily basis for multiple different repo's and know exactly what to expect when I prompt big/thinking/planning tasks and small changes. This is faster draining on the 5h limit than I've ever seen.

I know the 5h limit has been reduced in April for plus subscriptions and that's not it. This happened after today's global usage limit reset. Before that it was fine and just how I expected it to be.
