Automations and Codex Mobile sidebar entries missing on both macOS and Windows

Codex Desktop is up to date.

The issue reproduces on both macOS and Windows:

• Automations can be created and opened directly, but no Automations entry appears in the sidebar.
• Codex Mobile also does not appear in the sidebar.
• Restarting the machine and updating the app did not help.
• On macOS, the app bundle contains the /codex-mobile route and Codex Mobile setup code, but the sidebar nav item is not shown.
• On macOS version: 26.513.31313 build 2867.

This looks like an account-level feature flag / rollout issue rather than a local cache, TOML/BOM, or platform-specific bug.

Related to #13967, but this does not appear to be the same BOM/TOML issue because the automation file exists, is valid UTF-8 without BOM, and can be opened directly.
