Rate limit reset reduces remaining daily usage for those with high amounts left

What issue are you seeing?

I had 50% remaining for the last two days of my week yesterday and had planned to use it. I now have 95% with 7 days left and am back to managing it carefully.

I think a good way to manage this is to reset only for those who have less than their pro-rata'd usage remaining. If a user has 3 days left and 60% (i.e. >3/7) remaining, you do not reset theirs. If a user has 3 days left and 10% remaining, you reset theirs.

What steps can reproduce the bug?
