Bug: App fails to detect when OpenAI free quota is exhausted

What issue are you seeing?

Description:
The application does not recognize when the OpenAI API free quota has been exceeded. Instead of handling the quota limitation gracefully, it continues to operate without enforcing the rate limit or cutting off access.I am reporting this bug strictly for the benefit of OpenAI. While it technically allows me to use the service for free past my limit, my love and respect for your team and what you are building far outweigh any personal desire for free access. I want to make sure your systems work flawlessly because I am your biggest fan. Thank you for making such an incredible tool!

What steps can reproduce the bug?

i really don't know what i did (please feel free to check the account that this happened to: z.4.rooz.sh@gmail.com)

What is the expected behavior?

The application should detect the quota exhaustion error from the OpenAI API response and restrict further usage until the account is funded.

Actual Behavior:
The app continues to process requests successfully, bypassing the intended quota wall.

i just updated the codex app from winstore
still same issue
app version: 26.519.21041
i really don't know where else to notify the openai team about this bug, i would happily do it.

We intentionally do not cut off usage in the middle of a turn, even if you have exhausted your limits. This is by design. It means that we give away some usage, but it's a usability tradeoff that we're willing to make.

You should not be able to start another turn when the limits are exhausted.

I think that it's a different issue. And Free plan is blocked while running.
