@chrome plugin cannot be called and reinstall/update/uninstall fails

The @chrome plugin is shown in the plugin list, but it cannot be called from a conversation. When I try to use @chrome, Codex says the plugin is unavailable / cannot be called.

I tried to reinstall, update, or uninstall the @chrome plugin from the plugin list, but that also fails with an update/uninstall failure message.

Expected behavior:
@chrome should be callable from the conversation, or reinstall/update/uninstall should complete successfully.

Actual behavior:
@chrome appears installed in the plugin list, but cannot be used, and reinstall/update/uninstall fails.

What steps can reproduce the bug?

1. Open Codex desktop app on Windows.
2. Open the plugin list / plugin management page.
3. Confirm that the @chrome plugin appears in the installed/available plugin list.
4. Start or open a conversation.
5. Try to invoke the @chrome plugin from the conversation.
6. Codex reports that @chrome cannot be called / is unavailable.
7. Go back to the plugin list and try to reinstall, update, or uninstall @chrome.
8. The reinstall/update/uninstall action fails.

I do not have a code snippet because this is a Codex desktop plugin management issue.

What is the expected behavior?

The @chrome plugin should be callable from a conversation when it is shown in the plugin list. If the plugin installation is corrupted, reinstall/update/uninstall should succeed or show a clear recovery action.
