Codex prompts to create a sandbox, but fails to create it (or a backup sandbox)

What issue are you seeing?

On update to the latest version, Codex App prompts me to create a sandbox.
This action fails.
It then prompt me to create a backup sandbox, which also fails.

This is locking me out of conversations so that I cannot work.

What steps can reproduce the bug?

On update to the latest version, Codex App prompts me to create a sandbox.
This action fails.
It then prompt me to create a backup sandbox, which also fails.

What is the expected behavior?

Create sandbox, or be able to tell Codex it's unnecessary (I'm in WSL).
