Provide a config option to disable all tips in CLI/app.

We are seeing messages like in Codex CLI

Tip: GPT-5.5 is now available in Codex. It's our strongest agentic coding model yet, built to reason through large codebases, check assumptions with tools, and keep going until the work is done.

And in the past, we saw screens asking users if they want to use GPT‑5.3‑Codex or GPT-5.4 etc.

This can be very confusing and causes friction for enterprise users -- a model is not necessarily enabled/supported in those environments.

We want to disable all tips of this nature and handle model availability announcements ourselves.
