Codex cannot find and use basic tools like ls, dir, echo

What version of Codex is running?
codex-cli 0.22.0
Which model were you using?
local open source models
What platform is your computer?
Microsoft Windows NT 10.0.26100.0 x64
What steps can reproduce the bug?
ask codex to check files in the folder
What is the expected behavior?
codex should run the dir command and list all files in the folder.
What do you see instead?

Additional information
codex can find and run python.

Just noticed on Windows 11 codex currently only works through WSL2. A quick fix can be done by asking Codex to add for example "powershell" before every command.
Getting this too on Linux
