Codex Desktop embedded TUI scrollbar does not reflect scrolling and PageUp has no effect

Problem

In Codex Desktop, the embedded bottom CLI/TUI panel has a scrolling issue.

Steps to Reproduce

1. Open Codex Desktop.
2. Produce enough output in the embedded bottom TUI panel.
3. Try to scroll upward using the scrollbar, mouse wheel, or PageUp.

Expected Behavior

The TUI history should scroll normally, and the scrollbar should reflect the current scroll position.

Actual Behavior

The content appears to move or repaint, but the scrollbar does not move correctly. PageUp also does not reliably scroll the TUI history.
