Usage drain when not using the app or cli at all

Limit is being drained when Codex or ChatGPT is not being used.
Context: Woke up in the morning, ran the Codex app and checked the usage, it showed 94%. This is not the first time I have noticed this. It's kinda annoying, especially on the Plus plan where limits are already so low and models consume so much...

What steps can reproduce the bug?

Do not use codex for extended period of time(~8h in my case).
Open codex app and see 94% instead of 100% available.

What is the expected behavior?

Expected to see 100% available limit.
