VS Code Codex extension shows onboarding/welcome walkthrough again after every login

What issue are you seeing?

After signing in to Codex from the VS Code extension, the onboarding/welcome walkthrough is shown again, even though I have already completed or dismissed it before.

Behavior:
After each login, the welcome/getting started walkthrough appears again.

What steps can reproduce the bug?

1. Open the Codex extension in VS Code.
2. Sign in.
3. Complete or dismiss the welcome/onboarding walkthrough.
4. Sign out or restart VS Code and sign in again.
5. The welcome/onboarding walkthrough appears again instead of staying dismissed.

What is the expected behavior?

Expected behavior:
The extension should remember that onboarding was already completed/dismissed and should not show it again after login.
