Phone Number Verification Fails

What issue are you seeing?

When attempting to verify a phone number, the verification SMS is not sent.

Error message:

We tried to send a one-time code to +20 11 xxxxxxxx, but it didn't go through.
Unable to send a verification code to this phone number. Please try again later or use a different number.

What steps can reproduce the bug?

1. Run codex login.
2. Complete account sign-in.
3. Enter a phone number when prompted for verification.
4. Submit the number and wait for the SMS code.

What is the expected behavior?

A verification code should be successfully sent to the provided phone number.

The phone number was previously used successfully with this account
