Codex Desktop App does not apply Traditional Chinese language on macOS

What version of the Codex App are you using (From “About Codex” dialog)?

What platform is your computer?

macOS 26.6 (Build 25G5028f) MacBook Air M2

What issue are you seeing?

Codex Desktop App remains completely in English even after selecting Traditional Chinese (zh-TW) in Settings.

The language setting appears to save correctly, but the entire UI remains English.

What steps can reproduce the bug?

Changed language to Traditional Chinese (zh-TW)
Restarted Codex
Reinstalled Codex
Logged out and logged back in
Cleared local settings and cache
Confirmed macOS system language is zh-Hant-TW
Confirmed web version of Codex displays Chinese correctly
Confirmed ChatGPT app displays Chinese correctly

What is the expected behavior?

System language:

zh-Hant-TW

Terminal output:

The application contains Traditional Chinese language resources:

/Applications/Codex.app/Contents/Resources/zh_TW.lproj

However the entire UI remains English.

Another MacBook Pro using the same Codex version displays Traditional Chinese correctly.
