What issue are you seeing?

After fresh Codex app start, the retard popup which opens when clicking the tray icon takes 10+ seconds to open, so accidentally clicking on the tray icon instead of right clicking to open the actual Codex windows wastes 10+ seconds of life.

What steps can reproduce the bug?

1. On Windows, cold-start the codex app
2. Click the Codex tray icon

What is the expected behavior?

Ideally upon clicking the tray icon, the main Codex window opens, not the retard popup, as that's what 9.9/10 users want to happen. Alternatively, the retard popup opens instantly, not after 10+ seconds.
