Codex is using daily usage even when it is not doing anything

What issue are you seeing?

Today i opened codex and went to eat something, when i came back it had used all my 5 hours limit and 15% of my weekly usage it wasnt even doing anything, just by being open it used it all

What steps can reproduce the bug?

I just opened the app, it is weird because 2 days ago the app wasnt opening, now that it is working again half of the app is transparent on full screen and it is using my daily usage even if it is not doing anything

What is the expected behavior?
