Codex Desktop context usage circle no longer shows exact values on hover after 26.527

What issue are you seeing?
The Show context window usage setting under Settings -> Composer footer appears to restore the passive context usage circle in the composer footer.
However, hovering over the context usage circle no longer shows the exact context usage value. Users can only estimate context pressure from the progress ring visually.
Before the UI regression/removal, hovering over the context usage indicator showed the concrete context value/percentage, which made long-running Codex sessions much easier to manage.
Steps to reproduce
- Open Codex Desktop 26.527.31326.
- Enable Settings -> Composer footer -> Show context window usage.
- Open or resume a thread.
- Hover over the context usage circle in the composer footer.
- Observe that no concrete context usage value is shown.
Expected behavior
Hovering over the context usage circle should show the exact context usage value, such as percentage used/remaining and ideally used tokens / context window size.
Additional context
This looks like a partial restoration of the context indicator requested in #23794, but the previous hover detail/tooltip behavior is still missing.
