Codex allows continuing a session after the 5-hour usage limit is reached

What issue are you seeing?
I was able to continue interacting with Codex after reaching the 5-hour usage limit.

After the limit was reached, I sent two follow-up messages:
- The first message did not trigger any visible action. The usage limit notification appeared.
- The second message appeared to merge with the first one and caused Codex to continue working, despite the limit already being reached.
The usage indicators stayed unchanged at 0% and 81%, which were the same values shown before this happened.

What steps can reproduce the bug?
- Use Codex until the 5-hour usage limit is reached.
- Send a follow-up message after the limit notification appears.
- Send another follow-up message.
- Observe that the second message may merge with the first one and trigger Codex to continue working.
- Limits are stuck at same 0% and 81% as it was before
What is the expected behavior?
After the usage limit is reached, users should not be able to continue the session or trigger additional Codex work until the limit resets.
Additional information
This may be a UI or state synchronization issue, but I wanted to report it because I do not want to accidentally consume future usage or end up with 0% usage available tomorrow morning by continuing to use this behavior.
