Windows 11: Computer Use enabled but desktop control tool unavailable

What issue are you seeing?
Computer Use appears enabled in Settings.
I can see:
- Computer Control
- Browser
- Chrome Integration
Diagnostics report all dependencies as healthy.
However, Computer Use cannot control the desktop.
When I ask:
"Open Calculator"
Codex responds:
"I don't have access to the desktop control tool required by Computer Use in this conversation."
The GUI authorization request also times out.
Additional Problems:
- Workspace reinstall fails.
- Chrome extension cannot connect.
- Browser features appear available but desktop actions cannot execute.

What steps can reproduce the bug?

- Open Codex Desktop on Windows 11.
- Ensure Computer Use plugin is visible.
- Try to open Calculator by typing: "@Computer Please open Calculator"
- Observe that Codex reports "I don't have access to the desktop control tool required by Computer Use in this conversation."
- Attempt to reinstall workspace dependencies – fails with error.
- Chrome extension cannot connect even after enabling in settings.
What is the expected behavior?
Computer Use should be able to request permission and then control Windows applications such as Calculator or Notepad.
Workspace dependencies should download successfully.
Chrome extension should connect to allow browser automation.
Additional information
- All dependencies check as healthy.
- Computer Use menu is visible and toggles are enabled.
- Workspace setup shows download error and cannot retry.
- Chrome extension shows red "not connected" status.
