Codex App forcefully enables Browser (Let Codex control the built-in browser; plugins."browser@openai-bundled") setting upon launch and disrespect existing user setting

What issue are you seeing?

I specifically disable Browser (Let Codex control the built-in browser):

[plugins."browser@openai-bundled"]
enabled = false

But Codex App discards the existing user setting and forcefully re-enables it no matter what, upon its launch.

Therefore, it is now a forced feature, despite the toggle button being present under Settings.

This should never happen and it should be treated as a critical bug as it disrespects all users.

What steps can reproduce the bug?

Just open Codex App; it automatically turns on

[plugins."browser@openai-bundled"]
enabled = true

for no reason whatsoever.
