Bug: Branch picker requires reopening to show all branches

What issue are you seeing?

After updating Codex Desktop, the branch selector on the new conversation screen does not show the full branch list on first open.

On the first click, the popover only shows main and the currently selected branch. It does not refresh while the popover remains open. If I close the popover and open it again, the full branch list appears.

This happens repeatedly, not just once after app startup.

What steps can reproduce the bug?

In a normal project with multiple branches, go to the new conversation screen and click the branch selector at the bottom.

On first open, it only shows main and the current branch. After closing it and clicking the same selector again, the full branch list appears.

What is the expected behavior?

The branch selector should show the full branch list on first open.

This is a regression: before updating Codex Desktop, the same selector showed all branches immediately.
