What steps can reproduce the bug?

Bug: Codex app language setting does not apply Chinese UI

I selected Settings > General > Language > 中文（中国）. The setting is saved and still shows 中文（中国） after fully quitting the app with Cmd+Q and reopening it, but the app UI remains in English.

Expected:
The Codex app UI should switch to Chinese.

Actual:
Sidebar, settings page, labels, descriptions, and controls remain in English.

Environment:

• Surface: Codex desktop app on macOS
• macOS: 26.5.1, build 25F80
• Language selected: 中文（中国）
