I can not login, even with my own phone number sms or whatsapp

What steps can reproduce the bug?

I log out and change the account, then it prompts me with a browser login with a phone number required. I input the phone number, then it just errors out, both sms and WhatsApp. Then I got a rate limit even though I haven't tried that much. It also doesn't show me how long is my rate limit waiting time gonna be. I cannot log in to Codex now.

What is the expected behavior?

It's either accept my phone number, Mobifone (Vietnamese), or just remove the phone number step. I cannot log in to Codex now.
