Mobile Codex UI does not expose thumbs-up feedback controls on assistant messages

What issue are you seeing?

On mobile, assistant messages do not appear to expose the thumbs-up / thumbs-down feedback controls that are available on desktop.

Steps to reproduce

1. Open a Codex conversation on mobile.
2. View an assistant response.
3. Try tapping, long-pressing, or opening message controls.
4. No thumbs-up feedback option appears.

Expected behavior

Mobile should expose the same feedback controls as desktop, either inline, in the message menu, or behind a long-press/action menu.

Additional information

This makes it difficult to submit quick positive or negative feedback from mobile. Related but distinct from #21600, which requests a mobile copy button on task summaries.
